World Population Day 2010: Everyone Counts

 

Counting everyone is an integral part of ensuring that we take everyone into account. Good demographic data is critical for planning schools, health systems and public transportation, for designing policies based on future population projections, for monitoring the effectiveness of service delivery and much more.

 

This year World Population Day highlights the importance of data for development. The focus is on the 2010 round of the population and housing census, data analysis for development and UNFPA’s lead role in population and development.

 

Reliable data makes a difference, and the key is to collect, analyze and disseminate data in a way that drives good decision making. The numbers that emerge from data collection can illuminate important trends. What striking situation does research reveal in your country? What do the numbers tell you about progress toward meeting the MDGs? Are certain groups getting left behind?

 

Small exhibition at VDIC provides brief information on this topic.

Bright Future Ahead? A Pilot Study of the Vietnamese Labour Market and its Social and Economic Context. Uwe Blien, Phan Thi Hong Van. Internationales Asien Forum. International Quarterly for Asian Studies. Nov 2009. Vol. 40, Iss. 3/4; p. 313 (31 pages). Abstract: Vietnam is a country which has shown high rates of economic growth in the past 20 years. The absolute level of incomes and of the standard of living is still low, however. There is hope that the situation will improve in the future, though in the current period unpleasant signs of an economic crisis are visible. As a consequence of important reform steps, many structural parameters of the Vietnamese economy have adapted to the new institutional setting of a market system. This paper presents a regional case study of the labour market of Vinh City in central Vietnam and its socio-economic context. By covering over 12,000 individuals in two surveys it is possible to identify precisely the changes that have taken place within a time span of six years. On the basis of the data the structure and dynamics of a regional economy can be assessed. It is possible to find answers to many important questions which concern the whole of Vietnam. Dam Development in Vietnam: The Evolution of Dam-Induced Resettlement Policy. Nga Dao. Water Alternatives 3(2): 324-340 (2010). ABSTRACT: Prior to 1990, Vietnam did not have a resettlement programme for situations where the state appropriated land for its own interests. Vietnam is now revising its resettlement policies to meet international standards. Drawing on interviews, ethnographic research and government documents, this paper compares the Hoa Binh (constructed between 1979 and 1994) and Son La dams (formally under construction since 2005) to seek answers to the following questions: How have resettlement policies evolved over time? How have resettlement programmes been implemented in Vietnam? The comparison between a dam built in 1970s-80s and one now under construction shows that the improvements in policy may bring limited improvements in dam development planning and practices to Vietnam. Factors Influencing Integration of ICT in Higher Education in Vietnam: Paper prepared for the first "Global Learn Asia Pacific" conference in Penang (Malaysia) - 19 June 2010. Jef Peeraer and Peter Van Petegem. Abstract: This study investigates the factors influencing integration of ICT in teacher education in Vietnam, an emerging developing country, at the beginning of integration of ICT. Exploratory multiple regression analysis addresses the importance of different factors at the teacher level and the importance of the teacher education institute for the integration of ICT in teaching practice. The use of ICT applications for teaching practice is limited, mostly replacing traditional teaching practice. The factors explaining the integration of ICT in teaching practice are ICT skills and computer confidence. Significant differences exist between different teacher education institutions. Participatory Methods for Planning the Future in Forest Communities. Authors: Kristen Evans; Wil de Jong; Peter Cronkleton; Tran Huu Nghi. Society & Natural Resources, Volume 23, Issue 7 July 2010 , pages 604 - 619. Abstract: Forest devolution and government decentralization have increased community control over forests. Remoteness, low literacy, and lack of formal planning experience often leave forest communities unprepared for their new responsibilities. Forest communities need to develop skills that allow them to establish goals and make decisions transparently and democratically and to negotiate effectively with other local actors if they are to become more proactive participants in local governance processes. In Bolivia and Vietnam we tested four adaptations of scenario-based methods to assist forest communities to develop these skills. This article reflects on the strengths, limitations, and new applications of these methods. The methods encourage participation by members who have little experience with structured planning, including the most marginalized: women, elderly, and illiterate participants. The methods are useful as planning tools, for generating records of decision-making processes, and for preparing for negotiations between communities and local governments. Reforesting "Bare Hills'' in Vietnam: Social and Environmental Consequences of the 5 Million Hectare Reforestation Program. Pamela McElwee. Ambio: A Journal of the Human Environment. Stockholm: Sep 2009. Vol. 38, Iss. 6; p. 325 (9 pages). Abstract: In recent years, forestry has been strongly promoted by the government of the Socialist Republic of Vietnam through large-scale projects to rehabilitate and reforest millions of hectares of land. One project to reforest 5 million hectares has received hundreds of millions of US dollars for implementation. Yet based on a case study in one area of northern Vietnam, this project appears to have had a number of unforeseen consequences. Large areas of land classified as "bare hills" have been targeted for reforestation, despite the fact that these lands already harbor a number of species that were used by local communities. The bare hills were especially economically important to poor households and to women who collected a variety of nontimber forest products there. Because the reforestation project focused most efforts on establishing new plantations rather than supporting natural regeneration, diverse sources of nontimber forest products were being replaced with monocrop exotic tree plantations. A strong inequity in the allocation of private lands for reforestation has characterized the regreening projects to date, and this may have continuing unwelcome social, environmental, and economic impacts into the future, particularly for the poor. Resource Use Among Rural Agricultural Households Near Protected Areas in Vietnam: The Social Costs of Conservation and Implications for Enforcement. Pamela D. McElwee. Journal Environmental Management. Volume 45, Number 1 / January, 2010. Abstract: This article examines the use of forests in a protected area by nearby agriculturalists in central Vietnam. Research indicates that the majority of rural farmers interviewed who lived near a state designated protected area were receiving both subsistence and cash incomes from forest-based activities, primarily from the collection of forest products. However, much of the collection of forest produce was officially illegal, as it occurred in state protected forests, and interdiction efforts were on the increase. Yet, little attention has been paid in Vietnam to the need for income substitution for households who lose access to forest produce as a result of conservation enforcement, particularly in the case of farmers who live near, but not in, protected areas; their resources use has been ‘invisible’ due to a lack of attention and research on the topic. This misunderstanding of the importance of forests to rural farmers has the potential to result in households facing adverse welfare and livelihood outcomes as protected areas boundaries are tightened, and local communities face increased opportunity costs due to stricter conservation enforcement. The article concludes that substitution for loss of income due to conservation activities would best be achieved through carefully targeted interventions to specific high-impact and high-dependency households. Additionally, investments in new sources of wage labor and other low capital-input activities, rather than in agriculture, would likely be of most benefit. Full text available upon request.

 

West Lake, Hanoi, Vietnam: Bathymetry Study Report (Draft). May 21, 2010. Dynamic Solutions-International, LLC. Project Background: West Lake is located in the north west region of Hanoi’s old city and just west of the Red river. It is expected to become the centre of the new Hanoi as part of the 2020 development plan. West Lake is believed to be an oxbow lake, with the course of the Red river formerly passing through what is now an isolated fresh water lake with an area of 5.2 km2. West Lake has no major inflow other than storm water runoff, sewage, and minor groundwater flow. West Lake has suffered from extensive pollution, including heavy metal contamination of sediments and commercially important organisms (Pham and Pulkownik, 2007). The purpose of this study is to determine an accurate bathymetry of West Lake and develop a hydrodynamic model for possible future studies of sediment transport and water quality. This is a point of departure for cities that would like to reap the many benefits of ecological and economic sustainability. Energy is intrinsic to urban settlements, embedded in the built environment, and directly used to power socio-economic activity, transport and communications, and enable the provision of municipal services. In response to the crucial role of urban energy efficiency for environmentally sustainable and inclusive development processes, ESMAP’s Energy Efficient Cities Initiative (EECI) was launched in October 2008 to facilitate the implementation of practical energy solutions that meet the development priorities of cities, and simultaneously build their climate resilience.

 

Chapter 1 begins with a contextual background on the inter-related associations between energy, socio-economic progress and urbanization. This edited volume compiles seven topical papers presented at the two EECI sponsored sessions during the World Bank’s fifth Urban Research Symposium, held at Marseille, France, June 28-30, 2009.

 

Chapters 2–8 comprise the papers presented at these sessions: i) tools and assessment approaches on energy efficient urban development, and ii) good practices that promote low carbon sectoral interventions. The analytical tools and policy insights offered in this volume extend from integrated assessments of new cities to the impacts of socio-economic, climate and demographic changes on existing cities. Sector-specific interventions are discussed in the context of tools to ‘green’ buildings in Australia, the transformation to efficient lighting systems in the Philippines, and Demand Responsive Transport Systems in France.

 

In addition, the documentation and benchmarking of a variety of low-carbon and carbon neutral good practices provides a range of practical insights on plausible energy efficient interventions in urban sectors. Thus the chapters in this publication comprise significant contributions to the ESMAP objective of mainstreaming and leveraging knowledge and initiatives on urban energy efficiency. The papers in the book are the result of a series of meetings financed by the United Kingdom’s Department for International Development and supported by the World Bank’s Global Development Learning Network. The Bank engaged practitioners in these four countries in response to a movement in some South American governments to impose policies and practices that would, in the long run, reduce the microfinance institutions’ (MFIs’) sustainability. The meetings were designed to strengthen MFIs by disseminating innovative approaches in the above eight areas, promoting a South-South dialogue, encouraging greater ties between these MFIs, and highlighting the Bank’s ability to mobilize international experts and local practitioners. The discussions took place between 2006 and 2008.

The authors present information on new product development and efficient delivery methodologies including housing microfinance, microleasing, disaster preparedness, and new technologies. In recent years, revelations of grand corruption and the plunder of state assets have led to greater scrutiny of financial relationships with politically exposed persons (PEPs) - senior government officials, family members and close associates - and potential money laundering risks associated with these customers. Notwithstanding the efforts by many financial institutions and regulatory authorities to prevent corrupt PEPs from entering and using the financial system to launder the proceeds of corruption, there has been an overall failure in the effective implementation of risk-based systems to detect corruption proceeds. Politically Exposed Persons: A Guide to Strengthening Preventive Measures for the Banking Sector is designed to help banks and regulatory authorities address the risks posed by PEPs and prevent corrupt PEPs from abusing domestic and international financial systems to launder the proceeds of corruption. Implementation of an effective PEP regime is a critical component of the prevention and detection of transfers of proceeds of crime and, therefore, ultimately in the process of recovering these proceeds of corruption. The United Nations Convention against Corruption and the Financial Action Task Force Forty Recommendations on Money Laundering require countries to ensure that financial institutions implement systems to identify and verify PEP customers, enhance due diligence procedures at account opening, and provide ongoing monitoring of transactions.

This IEG evaluation, requested by the World Bank’s Board of Executive Directors, represents the first independent evaluation of the PSIA experience.

 

The evaluation finds that:

 

- The PSIA approach has appropriately emphasized the importance of assessing the distributional impact of policy actions, understanding institutional and political constraints to development, and building domestic ownership for reforms

- PSIAs have not always explicitly stated their operational objectives (i.e., informing country policies, informing Bank operations, and/or contributing to country capacity)

- PSIAs have had limited ownership by Bank staff and managers and have often not been effectively integrated into country assistance programs

- Quality assurance and M&E of the overall effectiveness of PSIAs have been weak

 

The evaluation recommends that the World Bank:

 

- Ensure that Bank staff understand what the PSIA approach is and when to use it

- Clarify the operational objectives of each PSIA and tailor the approach and timeline to those objectives

- Improve integration of the PSIA into the Bank’s country assistance program by requiring that all earmarked funding for PSIAs be matched by a substantial contribution from the country unit budgets

- Strengthen PSIA effectiveness through enhanced quality assurance

International Symposium for Cardiac Care Teleconference Training Series (by invitation only)

Date & time: July 8, from 7 pm to 10 pm; July 11, from 9 am to 12 pm

 

Funded by the VinaCapital Foundation Vietnam, the World Heart Foundation and supported by the World Bank Global Development Learning Network Asia Pacific, this regional program links surgeons and doctors involved in cardiac care in developing countries with the world’s best in cardio-thoracic surgery, cardiology and pediatric cardiac care.

 

The International Symposium for Cardiac Care will allows doctors from all over Vietnam to congregate in GDLN centers in Ho Chi Minh City, Hanoi and other Asian sites for a series of lectures by exemplary leaders in the field of Cardio-Thoracic Surgery and Cardiology. The series is interactive and enables participants to ask questions after the presentations. The lectures are also webcast to enable worldwide participation and then compiled into a DVD series which will be distributed by World Heart Foundation to surgical programs in developing countries around the world. This session will connect Vietnam (4 cities) with Bangladesh, China, Cambodia and Indonesia and be presented by doctors from Brigham and Women’s Hospital, Boston, USA (July 8) and The Royal Children's Hospital Melbourne, Australia (July 11).

Applications Open for Australian Development Scholarships Program

 

The Australian Agency for International Development and Vietnam’s Ministry of Education and Training welcome applications for Australian Development Scholarships (ADS) from 15 June to 30 July 2010.

 

The ADS program is part of the Australia Awards – an initiative launched by the Australian Prime Minister Kevin Rudd in November 2009 to consolidate all Australian Government scholarships under a single scheme.

 

Applicants should belong to one of the following target groups – local government officials, rural development workers, central government officials, university lecturers and researchers, or English teachers.  Study should relate to human resource development, economic integration or environmental sustainability.

 

Disadvantaged candidates – ethnic minorities, people from designated rural poor districts and people with disabilities – will be considered for undergraduate-level study and given extra English support if required.  Last year, Khmer, Nung and Tay ethnic minority students were awarded ADS scholarships.

Elsevier Foundation Program Guidelines - Innovative Libraries in Developing Countries

 

The Elsevier Foundation supports the efforts of libraries to enhance the quality of life in developing countries by advancing knowledge in science, technology and medicine.  The Foundation provides one, two and three year grants to libraries in the developing countries and supporting organizations in the following areas:

 

- Programs to enhance library infrastructure, technology or information services in ways that significantly enhance their ability to make STM (scientific/social sciences, technical and medical) information available to those who need it -- researchers, clinicians, students, policymakers and the wider public.

 

- Programs that enhance or expand library information resources in the developing world through digitization or preservation of information that advances science, health, the environment, and indigenous knowledge.  

 

- Training and education programs, for library staff, students or researchers, contributing to sustainable improvements in the library’s capacity to provide STM information in the developing world.

 

- Partnerships between libraries in the developing countries and institutions in the developed countries to provide technical assistance or training.  Developed country partner organizations include libraries, learned societies, universities, intergovernmental organizations and other non-profit organizations.

ILO Decent Work Research Prize 2010 - call for nominations

 

The ILO’s International Institute for Labour Studies has created a research prize to annually reward outstanding contributions to the advancement of knowledge on the ILO’s central goal of decent work for all.

 

The prize can be awarded for:

 

(1) Major specific contributions to the understanding of socio-economic relationships and policy instruments for the advancement of decent work as defined by the ILO (see http://www.ilo.org/public/english/bureau/inf/download/ecosoc/decentwork.pdf). The jury will look for new and original ideas;

 

or

 

(2) A lifetime contribution to knowledge on the central concerns of the ILO and its constituents (i.e. Governments, Workers and Employers) which reflects and advances understanding of the different dimensions of decent work (creating jobs; guaranteeing rights at work; extending social protection; promoting dialogue and conflict resolution; with gender equality as a cross-cutting objective).

 

Who can nominate?

 

Individuals and institutions (e.g. members of the ILO’s tripartite constituency) can nominate candidates. Neither the International Labour Office nor current ILO staff members can nominate candidates.

 

Who qualifies as candidate?

 

Only individuals qualify as candidates; the prize cannot go to an institution. ILO staff members and former ILO staff members are not eligible.

 

Required support

 

Each nominee must have the support of at least one organization from the ILO’s tripartite constituency (i.e. a government, a workers’ or an employers’ organization) and one leading academic (in the area of labour and social policy), coming from different regions of the world. Where all support comes from the same country or region, the candidature will not be retained.

 

Deadline for candidatures: A complete file has to arrive at the ILO’s International Institute for Labour Studies (IILS) by 31 July 2010.

2010 Global Development Awards and Medals Competition - Channeling finance to sustainable development

 

The Global Development Awards and Medals Competition (AMC) is an innovative award scheme launched by GDN, with generous support from the Ministry of Finance, Government of Japan and other donors. Since its inception in 2000, GDN has awarded roughly US$ 2 million in research and travel grants to finalists and winners. The awards encourage original research on theme based papers. Winners are chosen by an eminent jury at the final event. This event is also GDN’s Annual Conference, with an audience of over 500 practitioners in the field of development to whom the finalists will present. This year, the Twelfth Annual Global Development Conference will be held in Bogota, Columbia in January 2011.

IFS Research Grants

 

The IFS Granting Programme is open for project proposals from developing country scientists who meet the eligibility criteria and conduct research on the sustainable management of biological resources. An IFS Research Grant has a maximum value of USD 12,000. It is awarded to an individual researcher, for a specific research project, presented by the applicant in the application form. The IFS Research Grant is intended for the purchase of the basic tools needed to conduct the proposed research project - equipment, expendable supplies, and literature - and to arrange fieldwork activities related to the proposed project. It is expected that the IFS Grantees already receive a salary and are employed by or otherwise attached to a developing country research institution. The timeframe of a research project should normally be 1-3 years.

 

An eligible candidate for an IFS Research grant is: -a citizen of a developing country -a scientist with at least a Master's or equivalent degree/research experience -under 40 years of age and at the beginning of research career (45 years in sub-Saharan Africa) -attached to a university, national research institution or a research-oriented NGO in a developing country.

The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) to launch the International Climate Initiative (ICI) in 2008. It strengthens Germany’s bilateral cooperation with developing, newly industrialising and transition countries in the field of climate protection and supports the ongoing negotiation process for a comprehensive global climate agreement.

 

The International Climate Initiative supports climate protection projects in developing, newly industrialising and transition countries ("partner countries") and complements the Federal Government's existing international, multi- and bilateral cooperation. The projects are geared towards the needs of the partner countries and are intended to support them in climate protection, especially reducing greenhouse gases, improving adaptability to the consequences of climate change and conserving and sustainably using climate-relevant areas which merit protection.

ASEAN Champions of Biodiversity - Call for nomination

 

Biodiversity loss can lead to human extinction. Unfortunately, this threat has not attracted enough leadership, public and media attention to generate a concerted effort to halt the rate of biodiversity loss. This lack of awareness is attributed to the dearth of information campaigns and materials on the values of biodiversity. To help fill this gap, the ASEAN Centre for Biodiversity (ACB) and its partners are launching the ASEAN Champions of Biodiversity – a recognition program for outstanding achievements in biodiversity Conservation and advocacy in the Association of Southeast Asian Nations (ASEAN) region (Brunei Darussalam, Cambodia, Indonesia Lao People’s Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam).

 

The program is aimed at generating greater leadership, public and media awareness of the problems facing the region’s rich but highly threatened biodiversity and the need a concerted effort in biodiversity conservation and advocacy.

 

Specifically, the project aims to:

 

1.    Recognize outstanding achievements of the private/corporate sector, media, and youth in biodiversity conservation and advocacy;

 

2.    Identify leaders among the private/corporate sector, media, and youth from which a cadre of champions will be selected to serve as Ambassadors of Goodwill for biodiversity;

 

3.    Promote awareness of the values of biodiversity among ASEAN leaders and the public in general;

 

4.    Promote corporate social responsibility (CSR) in biodiversity conservation and advocacy;

 

5.    Encourage the youth and media to participate in biodiversity conservation and advocacy; and

 

6.    Enhance linkages among ACB, the ASEAN Foundation, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the private/corporate sector, media, and youth.

 

Three awards will be given:

 

Business/Corporations – Most Outstanding Biodiversity Conservation and/or Advocacy Project by a Private Business/Corporation

IMD MBA Alumni Scholarships - Switzerland

 

The five IMD MBA Alumni Scholarships are designed to encourage diversity in the class. One is awarded to each region: Asia, Africa/Middle East, Latin America, Eastern Europe and Western Europe/North America/Oceania.

 

Criteria: Submitting an essay on: “As a business leader, which issue would you set as your first priority to address in your region / country? Why would you choose this issue? How would you, personally, address it?”

Please draw on your own experiences in your answer, rather than on general, broad statements. The committee is looking for essays that are personal, visionary and demonstrate leadership, which include a clearly articulated description of how the solution could be implemented.

The Nestlé Scholarship for Women was first awarded in 1997 and was initiated by a group of IMD MBA participants who wanted to encourage women to take the MBA.

University of Sydney International Scholarship (USydIS)

 

The University of Sydney invites candidates who are eligible to undertake a Postgraduate Research Degree or Master's by Research program at this University to apply for the University of Sydney International Research Scholarship (USydIS).

 

The objective of the USydIS is to attract top quality international postgraduate students to undertake research projects which will enhance the University's research activities. The USydIS is open to all research disciplines, however participation in the USydIS program each semester is at the discretion of the Dean of each faculty. These scholarships will be awarded to eligible applicants twice a year – in October/November in conjunction with the International Postgraduate Research Scholarships (IPRS) for commencement in Semester 1 (March), and in early April for commencement in Semester 2 (July).

 

The USydIS will cover tuition fees and living allowance for up to three years with a possibility of one semester's extension for PhD students.

 

Applicants who wish to be considered for the IPRS and USydIS awards for semester 1, may indicate this by completing the relevant section of the Postgraduate Research Application form. To be considered for an award for semester 1, applications for admission to a research degree MUST be received by the International Office by 31 July of the previous year.

 

To be considered for the USydIS for semester 2, applications for admission to a research degree MUST be received by the International Office by 31 December of the previous year.

International Scholarships on water resources management

 

ICE WaRM offers a scholarship programme to attract high quality international students to education and training in water resources management, delivered by ICE WaRM partner institutions.

 

The ICE WaRM scholarship programme aims to:

 

provide high calibre students with the opportunity to study with ICE WaRM partners to further their knowledge;

provide students with the opportunity to participate in research and advance their scientific knowledge in water resources management;

encourage the exchange of ideas on best practice within water-related fields;

provide students with the opportunity to participate in presentations, conferences, seminars and forums on contemporary issues in water resources management;

provide the opportunity for students from organisations and countries currently facing major water issues to participate in programmes which they may not be able to fund; and

demonstrate a commitment to cultural change and diversity and the international sharing of knowledge and skills related to water resources management.

The Master of Lifelong Learning Scholarships

 

Lifelong Learning has become a fundamental goal of recent education policies, often advocated as a way to achieve socio-economic development and as a tool for promoting the 'knowledge-based' society. The rationale of the Masters of Lifelong Learning is to increase the awareness of European Lifelong Learning policies in a regional European context as well as on a global scale. It aims to provide policy-makers and professionals with responsibility for managing, delivering or supporting Lifelong Learning with opportunities to develop their own analysis and practice in what is a constantly changing economic, social, technological and policy environment.

 

The growing significance of Lifelong Learning both in national and international policy results in the need to bring its implications under close and critical scrutiny. The Master of Lifelong Learning is to be considered a response to a strong need for conducting educational reform activities all over the world.

 

The European Commission offers scholarships for 3rd country (non-EU) students and scholars.The deadline for scholarship applications is 1 December 2010.
