workshop, participants should know how to: (i) manage their references (ii)

23 April 2010 - World Book and Copyright Day 23 April is a symbolic date for world literature for on this date in
1616, Cervantes, Shakespeare and Inca Garcilaso de la Vega all died. It is
also the date of birth or death of other prominent authors such as Maurice
Druon, Haldor K.Laxness, Vladimir Nabokov, Josep Pla and Manuel Mejía
Vallejo. The book, an instrument of knowledge and a means of sharing, must
further each person’s education, fulfilment and empowerment. It thus
contributes to enjoyment of the universal right to education and to effective
participation by each individual in social, political and cultural life. Furthermore, we must stress that books are of no avail if we do not
guarantee their free circulation. Concern over the "free flow of ideas
by word and image" must be kept alive so that we can continue to promote
universal access to books. As you can see, it is both our understanding of
genuine quality education for all, and respect for the universality of human
rights and fundamental freedom for all; that are at stake in issues relating
to the book and its circulation. Small exhibition at VDIC provides

Making Monitoring and Evaluation Systems Work: A Capacity Development

been designed? How do you now wether you've been successful in implementing
the strategies you planned? After more than a decade of development
investments in monitoring and evaluation few countries are able to regularly
report on how effective their policies and programs are in achieving the
results they desire. It is not through lack of good Monitoring and Evaluation
(M&E) design, nor political mandates to support the effort, but from a
lack of sustained management and delivery of effective M&E programs
within established organizations. This title will not only help you build
functional M&E systems, but also provide you with the tools and concepts
for helping others build their systems. In Trinidad, we used the 12-component model as a diagnostic framework
to assess capacity building needs to improve our national health monitoring
and evaluation system. We evaluated our own system against each of the 12
components to determine where we are today, and where we need to be to better
be able to monitor and manage HIV/AIDS and other health issues in our
country. We appreciate this simple, yet comprehensive model and plan to continue
to use it in our M&E capacity building plans. -Dr. Violet

I am developing a course on Results-based M&E in Ireland, and am also
using the framework to develop M&E plans and frameworks for a number of
organizations, including Barnardos, UCC, and the Ministry of Resources and
Rural Development in Malta and the Hope Foundation in Calcutta. This is the
most practical program I have ever been exposed to on monitoring and
evaluation and I intend to incorporate its principles in my work going

M&E Consultant, EXODEA Europe Consulting, Cork, Ireland On its way toward development, it is imperative for Turkey to pull
different systems together in a logical way: to make systems talk to each
other. The 12 components provided different public sectors-from transport to
agriculture, health to education with a way of commonly communicating about
their M&E systems, understand linkages, and even plan joint activities.
It enables someone who wants to make a career out of M&E to learn about
one sectors 12-component M&E system and to apply this learning in another
sector. The 12 components made me see how the pieces of our M&E system

Organization Global Economic Prospects 2010: Crisis, Finance, and Growth by World Bank
English -- Published February 2010 by World Bank -- ISBN: 0-8213-8226-8 Price: $ 15.00 This report explores both the short- and
medium-term impacts of the financial crisis on developing countries. It
presents evidence that the financial boom played a critical role in the
growth boom experienced by developing countries between 2003 and 2007, but
that tighter conditions in the future are expected to result in weaker growth
over the next 5 to 15 years. Although global growth has resumed, the recovery
is fragile, and unless business and consumer demand strengthen, the world
economy could slow down again. Even if, as appears likely, a double-dip
recession is avoided, the recovery is expected to be slow. High unemployment
and widespread restructuring will continue to characterize the global economy
for the next several years. Already, the crisis has provoked large-scale
human suffering. Some 64 million more people around the world are expected to
be living on less than a $1.25 per day by the end of 2010, and between 30,000
and 50,000 more infants may have died of malnutrition in 2009 in Sub-Saharan
Africa, than would have been the case if the crisis had not occurred. Over the medium term, economic growth is expected
to recover. But increased risk aversion, a necessary and desirable tightening
of financial regulations in high-income countries, and measures to reduce the
exposure of developing economies to external shocks are likely to make
finance scarcer and more costly than it was during the boom period. In the longer term, however, developing countries
can more than offset the implications of more expensive international finance
by reducing the cost of capital channeled through their domestic financial
markets. |

a joint collaboration between the World Bank's East Asia and Pacific Disaster
Risk Management Team and Global Development Learning Network, the series
highlights: Post-disaster response and recovery planning; Disaster risk
assessment, prevention and mitigation; and Emergency preparedness and early
warning systems. This first session focuses on Post-Disaster Needs Assessment
(PDNA) - a critical part of the reconstruction process for areas struck by
disasters, with presentation of representatives from the governments of
Indonesia and Pakistan. The session will be delivered in English only via
video-conferencing by connecting other 5-7 countries in the region. Post- ASEAN Summit Briefing
(by invitation only) April
9, from 14.30 to 16.30 The
16th ASEAN Summit takes place during April 8-9 in Hanoi, which will discuss:
(i) the implementation of the ASEAN Charter and Roadmap for ASEAN Community;
(ii) ASEAN Connectivity; (iii) Climate Change and other global challenges;
and (iv) Regional and international issues. After the summit, ASEAN
Secretary-General Dr. Surin Pitsuwan will have a briefing session on the key
outcomes of the Summit and update with an overview of the major decisions and
initiatives agreed upon by the ASEAN Member States. Jointly organized by the
World Bank and Global Development Learning Network, the briefing session will
be broadcasted from Hanoi via video-conferencing to other 7 member countries,
namely: Cambodia, Indonesia, Lao PDR, The Philippines, Singapore and

close on 30 June 2010 The Australian Leadership Awards
(ALA) aim to develop leadership and build partnerships and linkages within
the Asia-Pacific, while addressing priority development issues of the
region. The ALA program comprises ALA
Scholarships and ALA Fellowships. These awards are for leaders or those who
have potential for leadership roles that can influence social and economic
reform, both in their own countries and in the Asia-Pacific region. ALA Scholarships are for study at
Masters or Doctorate level in an Australian university. Study programs must
relate to a priority development area: disability, economic growth,
education, environment, food security, gender, governance, health, human

Research Fellow Partnership Programme for Agriculture,
Forestry and Natural Resources (RFPP) RFPP aims at generating development
relevant knowledge, training young scientists and establishing research
partnerships in the fields of agriculture, forestry and natural resource
management in international development. These objectives shall be achieved
by supporting doctoral and post-doctoral fellowships as well as by promoting
internships. RFPP projects shall be embedded in research partnerships between
a CGIAR center (or equivalent) and a Swiss research institution. This program is open toSwiss
residents under the age of 36, or citizens from developing countries or
countries in transition up to the age of 40. Calls are launched twice a year

UK non-profit organization working for sustainable agriculture in developing
and emerging countries. The Rothamsted International Fellowship Scheme (RIFS)
aims to share scientific excellence in agricultural and environmental
research by contributing to the development and dissemination of technologies
relevant to sustainable agricultural growth across the developing world. Through
the Rothamsted International Fellowship Scheme, scientists undertake projects
for 6 to 12 months at Rothamsted Research in the UK. RI Fellowships are
directed towards mid-career researchers in agricultural sciences from
developing and emerging countries. Applications are invited from
mid-career scientists who are citizens of developing or emerging countries,
or whose work has been based exclusively within such a country. Most
applicants have doctoral status. The applications will be assessed on the basis
of their scientific merit, and the potential for long-term research

South-South Annual research grants The Collaborative Tri-continental
Program was launched in 2005 by the Latin American Council of Social Sciences
(CLACSO), the Council for the Development of Social Science Research in
Africa (CODESRIA) and the Asian Political and International Studies
Association (APISA) with the purpose of enhancing the production of knowledge
suitable for fostering high quality social science research to build a
Southern perspective on critical issues, with the aim of feeding these into
global debates. The South-South annual research grants aim to promote
collaboration among researchers from the South and to stimulate analytical
empirical studies on topics of relevance for their countries. Special
attention will be given to projects involving the elaboration of alternative
methodologies, the generation of new empirical data and the critical
questioning of dominant theoretical paradigms. Altogether 9 (nine) proposals
will be selected with a maximum grant of USD 10,000 per project. The
resources allocated would be freely utilized in activities related with the
research: information collection, data processing, books purchase and related
expenses. Resources cannot be used for project designing or for direct or
indirect costs of the supporting institutions. This program is open for experienced
researchers, MA or PhD graduates. Candidates are required to be supported by
organizer institutions or their member centers. The call for applications is
open to candidates of all disciplines of the Social and Human Sciences with
projects linked to the main theme “Hegemony, Counter-hegemony and Alternative
Hegemony”, in the current context of global crisis. Priority will be given to
experienced researchers based in Southern institutions with a strong track

IFS Research Grants The IFS Granting Programme is open
for project proposals from developing country scientists who meet the
eligibility criteria and conduct research on the sustainable management of
biological resources. An IFS Research Grant has a maximum value of USD
12,000. It is awarded to an individual researcher, for a specific research
project, presented by the applicant in the application form. The IFS Research
Grant is intended for the purchase of the basic tools needed to conduct the
proposed research project - equipment, expendable supplies, and literature -
and to arrange fieldwork activities related to the proposed project. It is
expected that the IFS Grantees already receive a salary and are employed by
or otherwise attached to a developing country research institution. The
timeframe of a research project should normally be 1-3 years. An eligible candidate for an IFS
Research grant is: -a citizen of a developing country -a scientist with at
least a Master's or equivalent degree/research experience -under 40 years of
age and at the beginning of research career (45 years in sub-Saharan Africa)
-attached to a university, national research institution or a

2010 YouthActionNet Global Fellowship Launched in 2001 by the
International Youth Foundation, YouthActionNet strengthens, supports, and
celebrates the role of young people in leading positive change in their

MS/PhD scholarships at SEARCA-Invitation to Apply for
SY 2011-2012 Its people are Southeast Asia’s
most potent force for progress. Hence, agricultural human resource
development has been SEARCA’s primary goal since its establishment. SEARCA is
one of the "centers of excellence" established by SEAMEO. As such, SEARCA
assists SEAMEO member countries in producing highly trained human resources
in agriculture and related sciences to accelerate agricultural and rural
development in Southeast Asia. Two of SEARCA's activities that
carry out this mandate are the Graduate Study Program and the University
Consortium. Both activities are handled by the Graduate Scholarship
Department (GSD). This degree scholarship was
initiated in academic year 1968-69 and aims to ensure the relevance and
responsiveness of Southeast Asia's agricultural scientists and professionals

The Singapore International Graduate Award The Singapore International
Graduate Award (SINGA) is a collaboration between the Agency for Science,
Technology & Research (A*STAR), the National University of Singapore
(NUS) and the Nanyang Technological University (NTU). PhD training will be
carried out in English at your chosen lab at A*STAR Research Institutes, NUS
or NTU. Students will be supervised by distinguished and world-renowned
researchers in these labs. Upon successful completion, students will be
conferred a PhD degree by either NUS or NTU. A*STAR is Singapore's leading research
agency that complements research and PhD education through its

The UN-HABITAT Urban Youth Fund is now open for
applications
Youth-led organizations in
developing countries working to improve the lives of young people and their
communities can now seek financing for their projects through the UN-HABITAT
Urban Youth Fund. The Fund will provide grants for innovative projects that
promote employment, good governance, shelter and secure tenure. Only applicants aged 15-32 from
cities in developing countries can qualify for a grant. Support will be
provided primarily for those working to improve slum conditions and to raise
opportunities for young people growing up in poverty. Projects encouraging
gender equality or involving partnerships with the government or the private
sector are particularly welcome. Small development initiatives are eligible

World Challenge Now in its sixth edition, World
Challenge is once again looking for projects that are reshaping their
communities through innovation and sustainable development. Our mission is
simple: to seek and reward small businesses which have found grassroots

form. Our judging panel will select the best 12 entries to be filmed by BBC

developing, newly industrialising and transition countries The Federal Ministry for the
Environment, Nature Conservation and Nuclear Safety (BMU) to launch the
International Climate Initiative (ICI) in 2008. It strengthens Germany’s
bilateral cooperation with developing, newly industrialising and transition
countries in the field of climate protection and supports the ongoing
negotiation process for a comprehensive global climate agreement. The International Climate
Initiative supports climate protection projects in developing, newly
industrialising and transition countries ("partner countries") and
complements the Federal Government's existing international, multi- and
bilateral cooperation. The projects are geared towards the needs of the
partner countries and are intended to support them in climate protection,
especially reducing greenhouse gases, improving adaptability to the
consequences of climate change and conserving and sustainably using
climate-relevant areas which merit protection. The deadline for submission of
projects with a planned starting date in the second half of 2010 is April 15.

The Goi Peace Foundation - International Essay Contest The United Nations has designated

ASEAN Champions of Biodiversity - Call for nomination Biodiversity loss can lead to human
extinction. Unfortunately, this threat has not attracted enough leadership, public
and media attention to generate a concerted effort to halt the rate of
biodiversity loss. This lack of awareness is attributed to the dearth of
information campaigns and materials on the values of biodiversity. To help
fill this gap, the ASEAN Centre for Biodiversity (ACB) and its partners are
launching the ASEAN Champions of Biodiversity – a recognition program for
outstanding achievements in biodiversity Conservation and advocacy in the
Association of Southeast Asian Nations (ASEAN) region (Brunei Darussalam,
Cambodia, Indonesia Lao People’s Democratic Republic, Malaysia, Myanmar,
Philippines, Singapore, Thailand, and Viet Nam). The program is aimed at generating
greater leadership, public and media awareness of the problems facing the
region’s rich but highly threatened biodiversity and the need a concerted
effort in biodiversity conservation and advocacy. Specifically, the project aims to: 1. Recognize outstanding achievements of the
private/corporate sector, media, and youth in biodiversity conservation and
advocacy; 2. Identify leaders among the
private/corporate sector, media, and youth from which a cadre of champions
will be selected to serve as Ambassadors of Goodwill for biodiversity; 3. Promote awareness of the values of biodiversity

(CSR) in biodiversity conservation and advocacy; 5. Encourage the youth and media to

International Masters Scholarship Scheme - Applications
for 2010 Entry - University of Exeter The University has up to 15 full
tuition-fee merit-based scholarships for International students commencing
taught Masters programmes starting in October 2010. These scholarships are open to

University of Sydney International Scholarship (USydIS) The University of Sydney invites
candidates who are eligible to undertake a Postgraduate Research Degree or
Master's by Research program at this University to apply for the University
of Sydney International Research Scholarship (USydIS). The objective of the USydIS is to
attract top quality international postgraduate students to undertake research
projects which will enhance the University's research activities. The USydIS
is open to all research disciplines, however participation in the USydIS
program each semester is at the discretion of the Dean of each faculty. These
scholarships will be awarded to eligible applicants twice a year – in
October/November in conjunction with the International Postgraduate Research
Scholarships (IPRS) for commencement in Semester 1 (March), and in early
April for commencement in Semester 2 (July). The USydIS will cover tuition fees
and living allowance for up to three years with a possibility of one semester's
extension for PhD students. Applicants who wish to be
considered for the IPRS and USydIS awards for semester 1, may indicate this
by completing the relevant section of the Postgraduate Research Application

by the International Office by 31 December of the previous year. The Ramsar Convention's Small Grants Fund Suitable project proposals are
those which contribute to the implementation of the Convention's Strategic
Plan 2003-2008 for the conservation and wise use of wetlands; provide
emergency assistance for Ramsar sites; or provide 'preparatory assistance' to
allow non-Contracting Parties to progress toward accession. Eligibility is
restricted to countries on the List of Aid Recipients established by the
Development Assistance Committee (DAC) of the Organization of Economic
Cooperation and Development (OECD), effectively meaning developing countries
and countries with economies in transition. Projects may be proposed and
implemented by any agency, NGO, or individual, but proposals MUST be endorsed
and monitored by the Administrative Authority (the Ramsar implementing
agency) in the Party's government, and seldom is more than one proposal
approved from the same Party in any year. Successful proposals receive 80% of
the allocated funds upon signature of the contract and the remainder upon
submission of an adequate final report, but countries from which adequate
final project reports have not been received may be denied further
consideration for funding until those outstanding project dossiers have been
closed. The Secretariat's regional teams
also offer an advisory service to help with the preparation of suitable
proposals, for which drafts should be submitted to the Senior Regional
Advisors by 30 April 2010. Please note that our advice is intended to help to
improve project proposals for re-submission to the Small Grants Fund process,
but it is not a guarantee that the proposals will be approved by the Standing
Committee when it makes its decisions. Readers can also find below lists
of the successful project proposals for each year since 1992 and news reports
of successfully completed projects, which may provide useful tips as to the
kinds of projects and approaches most often selected for assistance. The deadline for applications for

The Master of Lifelong Learning Scholarships Lifelong Learning has become a
fundamental goal of recent education policies, often advocated as a way to
achieve socio-economic development and as a tool for promoting the
'knowledge-based' society. The rationale of the Masters of Lifelong Learning
is to increase the awareness of European Lifelong Learning policies in a
regional European context as well as on a global scale. It aims to provide
policy-makers and professionals with responsibility for managing, delivering
or supporting Lifelong Learning with opportunities to develop their own
analysis and practice in what is a constantly changing economic, social,
technological and policy environment. The growing significance of
Lifelong Learning both in national and international policy results in the
need to bring its implications under close and critical scrutiny. The Master
of Lifelong Learning is to be considered a response to a strong need for

Oslo Peace Scholarship The Graduate Studies in
International Affairs (GSIA) program in the ANU College of Asia and the

study in the Master of International Affairs specialising in Peace and

Harold White Fellowships The National Library of Australia
offers annual fellowships to established researchers and writers. Established
by the Council of the National Library of Australia in 1983 as the National
Library Fellowships, the first Fellows commenced their research at the
Library in 1984. The fellowships were renamed in honour of Sir Harold White
CBE (1905-1992), the first National Librarian, in 1985. The fellowships scheme aims to
promote the Library as a centre of scholarly activity and research, encourage
scholarly and literary use of the Library’s collections and production of
publications arising from that scholarship, and to promote the Library’s rich
and varied collections. Four to seven fellowships, of periods from three to
