8th September 2009 - International Literacy Day – The Power of Literacy

In a world of enormous wealth, in a world in which education and knowledge are the necessary passports to a better life, the scale of illiteracy is truly staggering.

Approximately 776 million adults ‑‑ most of them women ‑‑ have no secure command of the fundamentals of literacy and numeracy.

Seventy-five million children are not in school.

And even for those who get a start on their education, drop-out rates are very high.

Yet it wouldn’t take much to change the appalling status quo.  As pointed out by Dr. Lalage Bown, who will give this year’s International Literacy Day Lecture, “even the simplest acquisition of literacy can have a profoundly empowering effect personally, socially and politically”.

With that in mind, this year’s observance focuses on the empowering role of literacy.  Literacy gives people tools with which to improve their livelihoods, participate in community decision-making, gain access to information about health care, and much else besides.  Above all, it enables individuals to realize their rights as citizens and human beings.

Literacy is not just about reading and writing; it is about respect, opportunity and development.

Conditional Cash Transfers: Reducing Present and Future Poverty

by Ariel Fiszbein, Norbert Schady

English Paperback -- Published February 2009 by World Bank -- ISBN: 0-8213-7352-8

Price: $ 13.00 (English) -- $2.00 (tiếng Việt)

Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs,; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

"If we are serious about tackling poverty, we must get serious about trying new things. Conditional cash transfer programs have proven effective in countries across the globe and New York is proud to be the first American city to experiment with the innovative idea. This book provides an up-to-date assessment of CCT programs based on impact evaluations studies from across the world. We look forward to adding our evaluation results to an important body of research, and continuing our work with partners worldwide to reach our shared goal of breaking cycles of intergenerational poverty."

- Michael R. Bloomberg, Mayor, New York City

"This book provides a careful and thorough assessment of the knowledge accumulated so far on conditional cash transfer programs; it will inform and orient academic economists and policy makers when thinking about starting, scaling-up and evaluating programs of this nature. Further, the book also raises issues that, in my view, are very relevant and have so far been under-emphasized, namely the need to place these programs within the broader context of countries' social policies. Fiszbein and Schady have produced a very valuable and timely work for all interested in poverty."

- Santiago Levy, Vice President, Inter-American Development Bank

-- Michael R. Bloomberg, thị trưởng New York.

Price: $ 12.00 (English) -- $2.00 (tiếng Việt)

Why have only 13 developing world economies achieved sustained, high growth since World War II?

Why is engagement with the global economy necessary to achieve high growth?

Why do some countries' growth strategies fail to win the public's confidence?

Why are equity and equality of opportunity important components of successful growth strategies?

Why do many countries, blessed with natural resource wealth, not achieve high growth?

Why has no country ever sustained rapid growth without high rates of public investment?

Why does it not always pay to devalue the exchange rate? When does it?

Why is childhood nutrition so important to economic growth?

Why do some economies lose momentum when others keep on growing?

Why has no country ever sustained long-term growth without urbanizing?

Why should there be an end to energy subsidies?

Why do global warming and the rising prices of food, energy and minerals pose challenges to potential future growth in developing countries?

Why does the aging of the world population matter for developing countries growth and employment prospects?

The Growth Report does not have all the answers, but it does identify some of the key insights and policy levers to help countries achieve high, sustainable and inclusive growth.

The result of two years work by 19 experienced policymakers and two Nobel prize-winning economists, the Growth Report is the most complete analysis to date of the ingredients which, if used in the right country-specific recipe, can deliver growth and help lift populations out of poverty.

Investment Policy Review: Vietnam

UNCTAD – 2009 -- ISBN: 978-92-1-112744-7.

Price: US$11

Viet Nam opened its economy to foreign investors in the late 1980s under the Doi Moi policy of renovation and economic reforms. Viet Nam managed to quickly attract significant inflows of FDI and their impact has been very strong. As a result, foreign investors have been a major force in the economic transformation of Viet Nam during the past two decades and in its integration into the world economy.

To fully exploit the potential of the country in attracting and benefiting from FDI, the Investment Policy Review (IPR) highlights a number of areas where Viet Nam could focus its attention for further reforms. This includes a policy to ensure that the economy has the skills it needs as it evolves and develops, using foreign workers where necessary. Measures to clearly separate the State´s ownership and regulatory functions are also proposed, together with a rationalization and simplification of fiscal incentives on corporate taxes. It is also suggested to selectively lift certain FDI entry restrictions and to shift the regulatory stance from "steer and control" to "regulate, monitor and enforce". Furthermore, the IPR, on the basis of an analysis of the electricity sector, proposes a number of measures to enable Viet Nam to attract FDI in power generation.

Touching Lives: CGAP Microfinance Photo Contest Now Open to Entries

How are people using finance in nontraditional ways? What innovations are financial service providers using to serve people who would not otherwise be reached? And what impact is microfinance having, whether directly on the lives of poor clients, or more broadly on the world it touches?

By sharing your striking images, you’ll reach countless others with the message of microfinance, and help us tell the story of this remarkable industry: its unique textures, vibrant new developments, and impact on the lives of poor people.

Over the past few years we’ve asked you to use your imagination in capturing the diversity and dynamism of microfinance. As a result, stunning images have been shared with the microfinance community and others around the world. This year, we’re asking you to focus on how microfinance touches the world—the sights, the sounds, the tastes, and the textures.

Is there a moment or a place where you’ve witnessed the impact of microfinance on poor people’s ability to manage their own lives? Have you seen it provide new opportunities? Has your lens captured its vivid impact on the environment? Or have you seen how microfinance has responded to the global financial crisis, the food crisis, and the downturn in the real economy? Tell the powerful story of microfinance through your photos.

Twenty to 24 finalists will be selected for the 2009 CGAP Microfinance Photography Contest. Judges will award first, second, and third prize winners. And up to two special prizes will be awarded, at the judges’ discretion.

The winning images are published by CGAP and displayed online at www.cgap.org. They are included in a slideshow that will be shared with the industry for use at conferences. Winning images may be printed for exhibition in partnership with the World Bank and Citi. In addition to the opportunity to put their photos before the eyes of the world, winning photographers may receive the prizes listed below.

WHO: The CGAP Microfinance Photo Contest is open to all photographers at least 18 years of age, except the operational team of CGAP, the World Bank, and their immediate families.

WHAT: We are looking for original, striking images of the impact of microfinance around the world. These images may reflect the wide variety of microfinance and microenterprise development around the world, representing a range of products, institutions, and methodologies, and may touch on a broad range of social, economic, developmental, and technological issues. We encourage entries from all regions, in both rural and urban settings. Each photo submission must be accompanied by a brief description of the photo, including the place and country where the photo was taken, and how it tells the story of microfinance and reflects advances in access to finance.

All entries, whether submitted electronically or mailed or shipped, must be received by CGAP before noon EST September 14, 2009. CGAP will not be held responsible for mail that was not received. Receipt of packages cannot be acknowledged. Entries will not be returned.

HOW: A total of up to 20 photographs may be submitted per person. We prefer to receive digital entries by e-mail, but entries may be digital files, digital prints, color prints, or black-and-white prints.
