World Consumer Rights Day 15 March 2008: Junk Food Generation - the need for action

Unhealthy diets are a major cause of heart disease, diabetes and some cancers, which are on the rise especially in low and middle-income countries. These preventable diseases come at a massive cost to human life, people's livelihoods and the health service. About 22 million children around the world under the age of five are already overweight or obese and we must act to prevent the spread of the childhood obesity epidemic.

That’s why we need to stop the marketing of unhealthy food to children. While parents may ultimately be responsible for feeding their children, the aggressive marketing aimed at their children is undermining their efforts – parents may be telling their children to eat healthy food but food company advertising is telling children that unhealthy food products are desirable to eat. In some cases, parents may be unaware of what messages their children are seeing, for example on websites and in schools. The growing childhood obesity epidemic is putting the health of future generations at risk of diabetes, heart disease, cancer and premature death.

A number of things need to be done in order to create an environment that enables people to have healthier diets and undertake more physical activity. One of the main obstacles for people is food marketing, advertising, sponsorship and promotion -‘messages that encourage unhealthy dietary practices or physical inactivity should be discouraged and positive, healthy messages encouraged'. We need a coherent set of integrated actions, spanning national policies, regional and global action focused on prevention.

Small exhibition at VDIC on this occasion provides brief information on this topic.

International Trade and Climate Change: Economic, Legal, and Institutional Perspectives

By The World Bank

English -- Published October 2007 -- ISBN-13: 978-0-8213-7225-8

Price: $ 6.00

Climate change remains a global challenge requiring international collaborative action. Another area where countries have successfully committed to a long-term multilateral resolution is the liberalization of international trade. Integration into the world economy has proven a powerful means for countries to promote economic growth, development, and poverty reduction. The broad objectives of the betterment of current and future human welfare are shared by both global trade and climate regimes. Yet both climate and trade agendas have evolved largely independently through the years, despite their mutually supporting objectives. Since global emission goals and global trade objectives are shared policy objectives of most countries, and nearly all of the World Bank's clients, it makes sense to consider the two sets of objectives together.

This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives. It addresses an important policy question - how changes in trade policies and international cooperation on trade policies can help address global environmental spillovers, especially GHG emissions, and what the (potential) effects of (national) environmental policies that are aimed at global environmental problems might be for trade and investment. It explores opportunities for aligning development and energy policies in such a way that they could stimulate production, trade, and investment in cleaner technology options.

"This is a timely, informative and useful publication; indeed, a valuable contribution to the pressing debate on the role that trade and trade policy play and can play in supporting climate change mitigation and the transition to a sustainable energy future."

-Ricardo Melendez-Ortiz

Chief Executive, International Centre for Trade and Sustainable Development (ICTSD), Geneva

"This is clearly a major contribution to a body of literature on an increasingly salient topic. This will be a standard reference and a must-read study for several years. Its wide scope covers a lot of relevant issues, but with an appropriate in-depth focus on selected key issues. Data on tariffs and NTBs will get a lot of attention around the world and should be significant input for analyses and negotiations at the WTO and in other trade forums."

Associate Professor, Georgetown University, Washington, DC

Cities in a Globalizing World: Governance, Performance, and Sustainability

Edited by Frannie Leautier

English -- Published January 2006 -- ISBN-13: 978-0-8213-6553-3.

Price: $ 6.00

"In a world moving very rapidly on both urbanization and globalization, cities in the developing world face both serious challenges and attractive opportunities. They can reap the benefits of economic growth by creating an enabling investment climate: well-functioning markets, institutions that support sound governance and regulatory regimes, and public infrastructure and social services. At the same time they can create an environment where their citizens are both included and empowered. And because cities do not exist in isolation, urban policies and programs must also be coordinated with national initiatives. Cities in a Globalizing World not only raises our awareness of issues that can only become still more pressing and still more critical to growth and equity in this century; it also provides important and valuable analyses of options for public action." -- Sir Nicholas Stern, Head of Government Economic Service, United Kingdom

China Urbanizes: Consequences, Strategies, and Policies

Edited by Shahid Yusuf , Anthony Saich

English -- Published January 2008 -- ISBN-13: 978-0-8213-7211-1

Price: $ 8.00

The key challenges facing China in the next two decades derive from the ongoing process of urbanization. China's urbanization rate in 2005 was about 43%. Over the next 10-15 years, it is expected to rise to well over 50%, adding an additional 200 million mainly rural migrants to the current urban population of 560 million. How China copes with such a large migration flow will strongly influence rural-urban inequality, the pace at which urban centers expand their economic performance, and the urban environment. The growing population will necessitate a big push strategy to maintain a high rate of investment in housing and the urban physical infrastructure and urban services. To finance such expansion will require a significant strengthening and diversification of China's financial system. Growing cities will greatly increase consumption of energy and water. Containing this without at the same time constraining the economic performance of cities or the improvement in the standards of living will call for enlightened policies, strategies, careful urban planning, and significant technological advances. This volume identifies the key developments to watch and discusses the policies which would affect the course as well as the fruitfulness of change.

"China today is at a midpoint in the largest rural-to-urban migration in history. This transformation from a rural to a predominantly urban society poses enormous challenges and opportunities for China. This book of essays by outstanding scholars of China and urbanization is among the first to look at this process comprehensively. It will inform both outsiders desiring a better understanding of Chinese urbanization and insiders directly involved in trying to strengthen the policies and institutions that are shaping this transformation."

-Dwight H. Perkins Harold Hitchings Burbank Research Professor of Political Economy, Department of Economics, Harvard University, Cambridge, Massachusetts

"Of all the challenges China faces-including unemployment, environmental stress, inequality, and weak banks-rapid urbanization is the greatest, and it lies at the confluence of the others. This volume examines each problem of urbanization-inequality, poverty, finance, energy, water, and governance-with a balance rare in a field dominated by China hype and China bashing. The authors explain how China's cities managed to absorb 370 million immigrants in 25 years without becoming Lagos or Mumbai, but also emphasize the daunting hurdles ahead. Saich notes both that over 80 percent of China's people approve of the central government's performance and catalogs pervasive governance failures and weaknesses. The scholar who reflects deeply on the introductory summary will understand more about China's development than the reader of a shelf of more specialized or emotional books on China."

-William H. Overholt Chair and Director, RAND Center for Asia Pacific Policy, Santa Monica, California

Ten Steps to a Results-Based Monitoring and Evaluation System: A Handbook for Development Practitioners

by Jody Zall Kusek , Ray C. Rist

English -- Published June 2004 by World Bank -- ISBN-13: 978-0-8213-5823-8

Price: $ 10.00

An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, NGOs, civil society, international organizations and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects.

This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a ?Readiness Assessment? and take the practitioner through the design, management, and importantly, the sustainability of such systems. The Handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way.

Transforming the Development Landscape: The Role of the Private Sector

Edited by Lael Brainard

English -- Published August 2006 by Brookings Institution Press -- ISBN-13: 978-0-8157-1124-7

Price: $ 16.00

Private sector activity is an essential element of any successful economic development plan. It shapes the investment climate, mobilizes innovation and financing, and can increase or decrease the level of harm that might accompany development projects. This volume, emerging from the Brookings Blum Roundtable, investigates ways to galvanize the private sector and bring its resources to bear in the war against global poverty. The authors describe how the private sector affects growth and poverty alleviation, and they examine the social and environmental impact of private sector activities. In addition to offering a clear overview of the current issues, Lael Brainard and her colleagues assess current initiatives and provide guidance on new activities and partnerships that could potentially improve global economic conditions.

Agricultural Atlas of Vietnam: A depiction of the 2001 Rural Agriculture and Fisheries Census

By FAO and GSO

Billingual English and Vietnamese -- Published 2007 by Cartographic Publishing House

Price: $ 50.00

This atlas of Vietnam for the first time combines detailed agricultural statistical data from the 2001 Rural Agriculture and Fisheries Census with small-area geographic information system (GIS) data. A great variety of census variables has been analyzed and presented as maps at commune level. The broad range of agricultural statistics contained in the atlas is designed to provide a comprehensive overview of the geography of agricultural production in rural Vietnam.

Through the distribution of this atlas to government institutions at different administrative levels, to educational institutions and libraries throughout the country, as well as to the wider public through the internet, it is hoped that these maps will help foster an increased understanding of the spatial characteristics of agriculture in Vietnam amongst policy makers, researchers, teachers, students and other interested individuals.

The Bentley Cropping Systems Fellowship

This Fellowship (a bequest from Helen S. Bentley and C. Fred Bentley) provides assistance to Canadian and developing-country graduate students with a university degree in agriculture, forestry or biology, who wish to undertake postgraduate, applied, on-farm research with cooperating farmers in a developing country. Proposals must focus on very simple cropping systems research that can benefit smallholder farmers in developing countries, especially rural women farmers. Research proposals must include details of the comparisons envisioned between the traditional cropping practice of cooperating farmers and the side-by-side alternative cropping practice, which must include some type of leguminous crop or plant.

Applicants must be Canadian citizens, permanent residents of Canada, or citizens of a developing country who are currently enrolled full-time in a graduate program (Master’s, doctoral, post-doctoral) at a recognized university in Canada or in a developing country for the duration of the award period.

The value of the award is up to CA $30,000.  If there is strong evidence of significant potential benefits, the award may be extended upon re-application.

Applications must:

* Provide evidence that a large part, or all of the research, will be carried out on the farms of resource poor or smallholder farmers. The award will not support research carried out on the farms of large land holders or on research stations;

* Provide evidence that farmers will actively participate in the experiments.  Thus, the development of simple on-farm experimental designs with appropriate controls to determine the practicality and profitability of introducing a leguminous crop in their cropping system is essential;

* Explain how the research data was collected and how the introduction of leguminous plants in their cropping systems is expected to improve the economic benefits to farmers;

* Applicants should suggest anticipated benefits/improvements and sustainability of their proposal

Deadline: October 1st, 2008 (awards will be announced by mid-December 2008)
