International Migrants’ Day 18 December

Every day, in countries all over the world, people leave their homelands in search of a better life for themselves and their families.  The phenomenon of migration has a profound effect on the places migrants leave, those through which they transit, and those to which they move.

A key challenge for our world in the twenty-first century is to manage migration better.  We need to maximize its many real benefits and minimize the difficulties that it can cause.  Progress is best assured by policies and laws that promote mutual understanding and respect for human rights.

In building that framework, let us remember the people at the heart of this issue –- migrants themselves.  Many migrate under duress, endure a perilous journey, and face hardships in their new home.  Many remain vulnerable to exploitation and abuse by unscrupulous traffickers, smugglers and employers.  Despite all these obstacles, the vast majority of migrants contribute greatly to their new societies, and many send back remittances which support the economies of their countries of origin.

More must be done to ensure the respect of the human rights of migrant workers and their families -– be they regular or irregular, documented or undocumented.  The core human rights and fundamental freedoms of migrant workers must be respected and this is a vital part of efforts to combat exploitation of migrant workers and members of their families.

We acknowledge the millions of brave men, women and children—an estimated 195 million worldwide, more than 3 per cent of the population—who have left their homelands in search of better lives. The contribution that migrants make to all countries of the world is enormous, through their hard work, skills, and creativity. Their contribution to the growth

and development of society goes beyond measurable productivity in the roles they play as socio-political actors, bridging cultures and nations in both home and host countries.

Small exhibition at VDIC on this occasion provides brief information on this topic as well as display a number of publications on migration, with focus on Vietnam.

Cities in a Globalizing World: Governance, Performance, and Sustainability

Edited by Frannie Leautier

English -- Published January 2006 -- ISBN-13: 978-0-8213-6553-3.

Price: $ 6.00

"In a world moving very rapidly on both urbanization and globalization, cities in the developing world face both serious challenges and attractive opportunities. They can reap the benefits of economic growth by creating an enabling investment climate: well-functioning markets, institutions that support sound governance and regulatory regimes, and public infrastructure and social services. At the same time they can create an environment where their citizens are both included and empowered. And because cities do not exist in isolation, urban policies and programs must also be coordinated with national initiatives. Cities in a Globalizing World not only raises our awareness of issues that can only become still more pressing and still more critical to growth and equity in this century; it also provides important and valuable analyses of options for public action." -- Sir Nicholas Stern, Head of Government Economic Service, United Kingdom

Jomo K.S. is Director of Economic Development, Dept of Social and Economic Affairs (DESA), United Nations.

How to Build M&E Systems to Support Better Government

by Keith Robin Mackay

English -- Published July 2007 by World Bank -- ISBN: 0-8213-7191-6

Price: $ 5.00

A growing number of governments are working to improve their performance by creating systems to measure and help them understand their performance. These systems for monitoring and evaluation (M&E) are used to measure the quantity, quality and targeting of the goods and services - the outputs - that the state provides and to measure the outcomes and impacts resulting from these outputs. These systems are also a vehicle to facilitate understanding of the causes of good and poor performance.

The studies of this volume start by focusing on exactly what monitoring and evaluation has to offer to governments, then focuses on the experience of several countries that have succeeded in building a well functioning government. It analyzes the lessons from building government M&E systems in developing and developed countries, and at the end maps out those issues where international experience with government M&E systems is not well understood or well documented.

"This is an excellent report. The content is sound and likely to be highly useful to countries interested in developing or improving their M&E systems. The case studies are very useful and done very well. This is information seldom found elsewhere."

Finance for All?: Policies and Pitfalls in Expanding Access

by World Bank

English -- Published November 2007 -- ISBN-13: 978-0-8213-7291-3

Price: $ 9.00

Access to financial services varies sharply around the world. In many developing countries less than half the population has an account with a financial institution, and in most of Africa less than one in five households do. Lack of access to finance is often the critical mechanism for generating persistent income inequality, as well as slower growth.

Finance for All?: Policies and Pitfalls in Expanding Access documents the extent of financial exclusion around the world; addresses the importance of access to financial services for growth, equity and poverty reduction; and discusses policy interventions and institutional reforms that can improve access for underserved groups. The report is a broad ranging review of the work already completed or in progress, drawing on research utilizing data at the country, firm and household level.

Given that financial systems in many developing countries serve only a small part of the population, expanding access remains an important challenge across the world, leaving much for governments to do. However, not all government actions are equally effective and some policies can be counterproductive. The report sets out principles for effective government policy on broadening access, drawing on the available evidence and illustrating with examples.

"Finance for All? is a much needed report on the state of access to finance around the world. It provides sensible measures of access and offers sound policy advice, including the caution that access to finance is much more than a simply access to credit. It is a must-read for policy makers, activists, academics, and anyone interested in development."

RAGHURAM G. RAJAN,

Eric J. Gleacher Distinguished Service Professor of Finance, University of Chicago, and

former Economic Counselor and Director of Research, International Monetary Fund

"The revolution in financial access has been driven by bankers, activists, donors, and governments. Research has lagged behind, but the next steps will require hard-headed analysis about what has worked and where to focus innovation. Finance for All? gathers lessons from a growing body of new research and presents it sharply. The arguments and evidence will inform and provoke readers, and will surely frame coming debates."

JONATHAN MORDUGH,

Professor of Public Policy and Economics, New York University,

Director, The Financial Access Initiative, and

Co-author of The Economics of Microfinance

"Finance for All? represents a vigorous and broad review of the existing academic research and current practice on the important subject of access to financial services. The report is a carefully crafted analysis that sets forth the current status of empirical research, describes a variety of best practices, and identifies a crucial issues that must be addressed if poor and low income people and micro and small enterprises are to have access to a broad range of financial services on a sustainable basis. This compelling report will surely provide a useful tool for policy makers and other decision makers in designing financial systems that work for the poor."

RICHARD WEINGARTEN,

Executive Secretary, United Nations Capital Development Fund (UNCDF), and

Chairman, United Nations Advisors Group on Inclusive Financial Sectors

"This study will be a classic in its field. It makes a great contribution to the problem of making finance available to all. Covering not only policy problems, but also the institutional side and the political economy of reform, this study provides comprehensive data to back up the theory and analysis."

ANDREW SHENG,

CHAIRMAN, Hong Kong Securities and Futures Commission, and

former Deputy Chief Executive, Hong Kong Monetary Authority

"This excellent report documents how limited access to finance is in many poor countries and analyzes why this occurs. Policies based on the insights developed provide a real chance of improving the situation. The report is a major contribution to an important area that has not received the attention it deserves up to now."

FRANKLIN ALLEN,

Nippon Life Professor of Finance and Economics, The Wharton School of the University of Pennsylvania

The International Migration of Women

Edited by Maurice Schiff , Andrew R. Morrison , Mirja Sjoblom

English -- Published November 2007 by Palgrave Macmillan , World Bank -- ISBN-13: 978-0-8213-7227-2

Price: $ 10.00

The current share of women in the world's international migrant population is close to one half. Despite the great number of female migrants and their importance for the development agenda in countries of origin, there has until recently been a striking lack of gender analysis in the economic literature on international migration and development. This volume makes a valuable contribution in this context by providing eight new studies focusing on the nexus between gender, international migration, and economic development.

"As women's roles change and they begin to assume a larger economic role within the family, they increasingly look abroad for sources of livelihood and more competitive wages for their labor. This book is an important first step toward understanding these new trends in migration and how they reflect on the evolving role of women in the global economy."

H. E. Ellen Johnson-Sirleaf,

President of Liberia

"The World Bank Research Program on International Migration and Development has played a leading role in influencing policy makers and development scholars to take a fresh look at the growing and important role of international migration in global development. The International Migration of Women... demonstrates in a number of innovative studies that gender can no longer be thought of as a control variable, but as an important independent factor differentiating both the responsiveness of migration to global processes and the impact of migration within families and on the economies of sending and receiving countries."

Mark Rosenzweig

Frank Altschul Professor of International Economics,

Department of Economics, Yale University

The Jonathan Mann Award for Global Health and Human Rights

The Jonathan Mann Award for Global Health and Human Rights was established in 1999 to honor Dr. Jonathan Mann and highlight the vital link between health and human rights. Sponsored in 2007 by five organizations, Association François-Xavier Bagnoud, CARE, Doctors of the World, John Snow, Inc. and the Global Health Council, the award is bestowed annually to a leading practitioner in health and human rights and comes with a substantial financial reward to allow its recipients a measure of freedom to pursue their work in the important area of global health and human rights.

As the first director of the World Health Organization's Special Program on AIDS from 1986-1990, Dr. Mann pioneered the approach to AIDS that continues to shape public health policy today. As the François-Xavier Bagnoud Professor of Health and Human Rights at Harvard University from 1990-1997, Dr. Mann began to articulate the ways in which the health of individuals and populations reflects access to basic human rights, using as his warrant his years as a public health practitioner and strategist and as his text the Universal Declaration of Human Rights.
