Lớp học “Tìm kiếm thông tin trên Internet”

Thời gian: 6-2-2007, từ 10h đến 12h sáng

Mục tiêu: Lớp học này sẽ giúp học viên: (i) hiểu thêm về các loại thông tin có thể tìm thấy trên Internet (ii) có hiểu biết cơ bản về các công cụ tìm kiếm (iii) tạo những câu lệnh tìm kiếm hiệu quả.

Lớp học “Kỹ năng trích dẫn tài liệu tham khảo”

Thời gian: 7-2-2007, từ 10h đến 12h sáng

Mục tiêu: Trong quá trình viết báo cáo, các bài nghiên cứu hoặc luận văn, người viết luôn phải trích dẫn và lập danh mục tài liệu tham khảo. Lớp học này giúp học viên: (i) quản lý danh mục tài liệu tham khảo (ii) trích dẫn một cách phù hợp (iii) tạo danh mục tài liệu tham khảo.

Các lớp học này dành cho mọi đối tượng. Xin mời những người quan tâm đến đăng ký tại với nhân viên tại Trung tâm hoặc gửi email tới địa chỉ nvu2@worldbank.org nêu rõ họ tên, nơi học tập/công tác, số điện thoại liên lạc và tên khóa học mà mình muốn tham dự. Những người đăng ký sớm sẽ được ưu tiên.

Từ tuần thứ 2 của tháng 1-2007 – Các tổ chức xã hội dân sự

Trên thế giới, các tổ chức xã hội dân sự đóng vai trò quan trọng trong nỗ lực đạt được những Mục tiêu Phát triển Thiên niên kỷ. Đóng góp to lớn của xã hội dân sự vào xóa đói giảm nghèo, trao quyền cho phụ nữ, tăng cường trách nhiệm giải trình và sự minh bạch, và thúc đẩy sự tham gia của người dân vào quá trình lập chính sách và ra quyết định luôn được các nhà lãnh đạo chính trị chấp nhận rộng rãi. Ở phần lớn các quốc gia, các tổ chức xã hội dân sự và chính phủ luôn sát cánh bên nhau trong những nỗ lực như vậy.

Vai trò tham gia của người dân là một vấn đề đang ngày càng thu hút được sự quan tâm và tranh luận tại Việt Nam. Khi quá trình cải cách tiến triển, nhiều cơ hội được tạo ra cho các nhà lập pháp và chính sách nhằm tạo một môi trường cho sự thành lập và phát triển của các tổ chức phi chính phủ.

Cuộc trưng bày tại VDIC nhân dịp này cung cấp một số thông tin cơ bản về chủ đề này cũng như trưng bày một số ấn phẩm về xã hội dân sự.

Vietnam's Children in a Changing World

Like the majority of children living in the global South today, a large number of Vietnamese youths work to help support their families. International human rights organizations have focused on these children, seeking to bring their lives into line with an understanding of childhood that is generally accepted in the developed world.

In this ethnographic study, Rachel Burr draws on her daily observations of working children in Hanoi and argues that these youngsters are misunderstood by the majority of agencies that seek to help them. Most aid programs embrace a model of childhood that is based on Western notions of individualism and bountiful resources. They further assume that this model is universally applicable even in cultures that advocate a collective sense of self and in countries that do not share the same economic advantages.

Burr presents the voices and experiences of Vietnamese children in the streets, in a reform school, and in an orphanage to show that workable solutions have become lost within the rhetoric propagated by aid organizations. The reality of providing primary education or adequate healthcare for all children, for instance, does not stand a chance of being achieved until adequate resources are put in place. Yet, organizations preoccupied with the child rights agenda are failing to acknowledge the distorted global distribution of wealth in favor of Western nations.

Offering a unique, firsthand look at the experiences of children in contemporary Vietnam, this book also provides a broad analysis of how internationally led human rights agendas are often received at the local level.

5/2: Lễ trao chứng chỉ lớp đào tạo Tài chính vi mô khóa 3

Lớp đào tạo về Tài chính vi mô khóa 3 (từ 3/8 đến 3/11/2006) đã đào tạo được 3 giảng viên và 38 học viên, chủ yếu là những người làm công tác tài chính vi mô tại các huyện và tỉnh của Việt Nam. Khóa học này cũng có thêm 20 người tham dự 4 buổi hội thảo truyền hình. Buổi hội thảo truyền hình này nhằm mục tiêu cấp chứng chỉ cho các giảng viên và học viên. Việt Nam và Trung Quốc cũng sẽ báo cáo về tiến trình hành động nhằm “bản địa hóa” chương trình đào tạo này. 6/2: Giới thiệu Chiến lược Đối tác Quốc gia (Country Partnership Strategy)

Chiến lược Đối tác Quốc gia của Ngân hàng Thế giới với Việt Nam trong giai đoạn 2007-2011 sẽ được giới thiệu với sự hiện diện của ngài Jim Adams, Phó chủ tịch khu vực Đông Á-Thái Bình Dương và đại diện của chính phủ Việt Nam. Chiến lược này gồm 4 lĩnh vực chính: (i) cải thiện môi trường đầu tư; (ii) thúc đẩy sự tham gia của xã hội; (iii) quản lý tốt hơn tài nguyên thiên nhiên và môi trường; (iv) nâng cao chất lượng công tác quản lý nhà nước. 13/2: Loạt hội thảo về cúm gia cầm và cúm ở người: Buổi thứ 3: Chính sách đền bù: Các vấn đề và kinh nghiệm điển hình

Hội thảo này dựa trên báo cáo chung của World Bank/FAO/IFPRI/OiE có tên gọi ‘Enhancing Control of Highly Pathogenic Influenza in Developing Countries through Compensation’, được giới thiệu tại cuộc hội thảo quốc tế gần đây ở Bamako, Mali. Các đồng tác giả sẽ trình bày và thảo luận những kết quả chính của bản báo cáo, bao gồm (a) Xác định đối tượng hưởng lợi; (b) Xác định thiệt hại; (c) Xác định mức độ và thời hạn đền bù; (d) Nâng cao nhận thức, truyền thông và bồi dưỡng năng lực; (e) Tổ chức việc chi trả và trách nhiệm giải trình; (f) Các bước tiếp theo. Buổi hội thảo này sẽ tạo cơ hội cho các nước, các cơ quan và nhà tài trợ tham gia vào việc thảo luận xung quanh một số vấn đề chính và phức tạp về mặt chính sách.

Buổi hội thảo sẽ được truyền qua cầu truyền hình của Mạng lưới Đào tạo Phát triển Toàn cầu kết nối tương tác 6 địa điểm (Indonesia, Kenya, Nigeria, Romania, Việt Nam và Washington D.C.) cùng với 5 địa điểm với tư cách là quan sát viên (Ethiopia, Lào, Thái Lan và Nhật Bản). Ngân hàng Thế giới tại Việt Nam - Chương trình Tài trợ nhỏ năm 2007 – Mời nộp đề xuất

Chương trình Tài trợ nhỏ được bắt đầu từ năm 1983 nhằm trợ giúp các tổ chức phi lợi nhuận, xã hội dân sự, để trợ giúp các hoạt động mang tính chất thúc đẩy phát triển mạng lưới làm việc, tăng cường năng lực, chia sẻ thông tin, khuyến khích đối thoại và trao đổi kinh nghiệm về các vấn đề phát triển.

Những hoạt động đáp ứng được yêu cầu để nhận tài trợ phải tập trung vào nâng cao năng lực, nâng cao trách nhiệm, tính minh bạch cũng như hỗ trợ phát triển mạng lưới làm việc và thiết lập các quan hệ đối tác, chia sẻ thông tin, khuyến khích đối thoại, và trao đổi kinh nghiệm về các vấn đề phát triển cũng như tăng cường sự tham gia của các tổ chức vào quá trình phát triển. Những mục tiêu này có thể đạt được thông qua các hoạt động như hội nghị, hội thảo, xuất bản các ấn phẩm, tài liệu nghe nhìn, hoặc các cố gắng hình thành, phát triển và củng cố các mạng lưới làm việc để chia sẻ thông tin và nâng cao năng lực khác.

Cuộc thi viết tiểu luận quốc tế về tham nhũng

Ngân hàng Thế giới và các đối tác mời các bạn trẻ tham gia vào Cuộc thi viết tiểu luận quốc tế năm 2007 để chia sẻ những kinh nghiệm và ý tưởng của mình về cuộc chiến chống nạn tham nhũng với tư cách là thanh niên. Hãy trả lời 2 câu hỏi sau đây: (1) Tham nhũng ảnh hưởng thế nào đến cuộc sống của bạn? (2) Bạn có thể làm gì để chống nạn tham nhũng mà bạn đang phải đối mặt?

Nếu bạn đã từng tham gia vào một sáng kiến/hành động chống tham nhũng với tư cách cá nhân, hãy viết một cách cụ thể về kinh nghiệm của bạn: Bạn đã nhận biết tham nhũng như thế nào? Bạn đã làm việc với những ai? Bạn đã giúp đỡ những ai? Bạn đã hoàn thành những việc gì? Bạn cho rằng việc bạn làm mang tính sáng tạo ở điểm gì? Bạn đã đánh giá thành quả công việc như thế nào? Bạn sẽ làm gì để nâng cao ảnh hưởng của sáng kiến/hành động này? Các bạn trẻ khác có thể làm gì để nhân rộng những kinh nghiệm của bạn?

Cuộc thi làm video ngắn của UNICEF dành cho trẻ em ‘Media magic make a difference!’

Quỹ Nhi đồng Liên hợp quốc (UNICEF) mời thanh niên và trẻ em dưới 25 tuổi tham dự vào cuộc thi làm video ngắn (thời lượng 1 phút) nêu bật những vấn đề như bảo vệ trẻ em khỏi nạn lạm dụng và quảng bá cho lối sống lành mạnh, những đoạn băng đoạt giải sẽ được phát trên phạm vi toàn cầu.

Với chủ đề “Một thế giới dành cho trẻ em”, UNICEF yêu cầu những nhà làm phim video trẻ chú trọng vào 4 vấn đề ưu tiên: Quảng bá cho lối sống lành mạnh; Cơ hội học tập có chất lượng cao; Bảo vệ trẻ em khỏi nạn xâm hại, lạm dụng và bạo lực; và Chống HIV/AIDS, đồng thời thể hiện những vấn đề này ảnh hưởng đến cuộc sống của các em như thế nào.

Đoạn video phải thể hiện rõ “Những mục tiêu này đã đạt được tại cộng đồng của bạn chưa? Những vấn đề còn tồn tại? Bạn có gợi ý gì để giải quyết vấn đề này? Cần phải làm gì để xây dựng một thế giới vì trẻ em?”.

Liên minh châu Âu mời nộp đề xuất dự án trong khuôn khổ Sáng kiến châu Âu về Nhân quyền (EIDHR)

Chương trình tài trợ thường niên trong khuôn khổ EIDHR năm 2006 có 4 chủ để chính.

Chủ đề 2 “Hỗ trợ Văn hóa Nhân quyền”

Hồ sơ đề xuất dự án cần đóng góp vào những mục tiêu sau:

Mục tiêu 1: tăng cường sự tham gia của các tổ chức xã hội dân sự trong việc thúc đẩy và quảng bá về quyền của những nhóm dễ bị tổn thương và xúc tiến việc áp dụng những thể thức quốc tế liên quan: (i) Nâng cao nhận thức về quyền trẻ em; (ii) Quảng bá quyền của phụ nữ; (iii) Hỗ trợ các nhóm và tổ chức quảng bá và bảo vệ quyền con người.

Mục tiêu 2: củng cố những công cụ bảo vệ chống lại những hành động tra tấn và thực thi một cách hữu hiệu các qui định quốc tế về chống tra tấn: (i) Đào tạo trong lĩnh vực an ninh; (ii) Nâng cao nhận thức về tra tấn: (iii) Quảng bá Công ước của Liên hợp quốc về Chống tra tấn.

Mục tiêu 3: tăng cường công tác giáo dục, đào tạo, giám sát và nâng cao nhận thức về các vấn đề nhân quyền và dân chủ: (i) Đào tạo về nhân quyền; (ii) Hỗ trợ cho diễn đàn nhân quyền EU-Việt Nam.

Chủ đề 4 “Thúc đẩy sự bình đằng, khoan dung và hòa bình”

Hồ sơ đề xuất dự án cần đóng góp vào những mục tiêu sau:

Mục tiêu 1: đảm bảo quyền và sự đối xử bình đẳng giữa các cá nhân và nhóm thiểu số không phụ thuộc vào nguồn gốc dân tộc, ngôn ngữ hay tôn giáo: (i) Quyền của người thiểu số; (ii) Chống phân biệt đối xử.

Mục tiêu 2: thúc đẩy sự hiểu biêt giữa các nền văn hóa và các dân tộc: (i) Quảng bá cho sự đại diện; (ii) Năng lực của các tổ chức/nhóm chống phân biệt đối xử.

Số tiền hỗ trợ có thể dao động từ 10.000 euro đến 100.000 euro.

Học bổng liên kết giữa Ngân hàng Thế giới và chính phủ Nhật Bản 2007-08

Ngân hàng Thế giới, với hỗ trợ từ chính phủ Nhật Bản, cấp học bổng mang tên Học bổng sau đại học của Ngân hàng Thế giới dành cho các nghiên cứu sau đại học trong các lĩnh vực liên quan đến phát triển kinh tế. Mỗi năm, chương trình cấp học bổng cho các nhân thuộc các quốc gia là thành viên của Ngân hàng Thế giới để tiến hành nghiên cứu tại các trường đại học danh tiếng của các nước thành viên. Trong 20 năm qua, chương trình này đã cấp học bổng cho 2.613 sinh viên được lựa chọn trong số gần 53.000 hồ sơ đăng ký.

Chương trình học bổng và khóa học của Trung tâm Báo chí Nước ngoài của Nhật Bản

Trung tâm Báo chí Nước ngoài - The Foreign Press Center (FPC) - được thành lập vào năm 1976 như là một quỹ tư nhân phi lợi nhuận và độc lập nhằm hỗ trợ báo chí nước ngoài trong quá trình tác nghiệp về các vấn đề Nhật Bản. Từ khi thành lập, FPC đã rất nỗ lực thông qua các họat động hỗ trợ của mình cho giới báo chí nước ngoài để chuyển tải các thông tin về Nhật Bản đến với thế giới.
