2nd to 3rd week of January 2007 – Combating bird flu

A flu pandemic would put at risk the health of millions and have serious economic consequences. The recent outbreak of the avian influenza H5N1 (avian flu), which started in late 2003, has raised concerns about a new global pandemic. The outbreak has already severely damaged poultry production in several countries. Coming one year after the outbreak of SARS1 in 2003, the public was quite alert and governments took action to cull and destroy poultry at risk. However, the reappearance of the disease in 2005 shows that this action was not sufficient and there is continued risk of human infection.

Vietnam Development Report 2007: Aiming hight

The year 2006 was a very important milestone in Vietnam’s quest for prosperity.  Accession to the WTO confirmed how much progress the country had made in its transition towards a market economy in the barely two decades since the beginning of doi moi.  The approval of the new SEDP, in turn, affirmed the vision of Vietnam becoming a middle-income country by the end of the present decade.  Going from dire poverty to middle-income status over such a short period of time may sound overly ambitious.  But the country’s track record allows for optimism, even while recognizing that the task will be demanding.  Aiming high is indeed justified in Vietnam’s case.

 

The reform agenda outlined by the SEDP is so comprehensive, and the current juncture so important, that some form of prioritization seems warranted.  This report, with its proposed “reading” of the SEDP, represents an attempt to identify the most important policy measures to undertake in the coming years, so as to align donor support behind them.  It would be tempting to interpret prioritization as choosing one SEDP pillar over the others.  But Vietnam is facing important trade-offs in all of them.  Hence the choice to prioritize within pillars.  However, the report also recognizes that moving on all fronts is a formidable challenge, requiring stronger coordination, so that in the end result is more, not less, than the sum of the parts.  In the spirit of harmonization, the report emphasizes the importance of a strong coordination mechanism for the implementation of the SEDP, cutting across all four pillars of Vietnam’s reform agenda, and making the most of the donors’ support to it..

The past year has seen significant progress in achieving a more efficient way of delivering and managing official development assistance (ODA) in Vietnam based on an ever increasing degree of Government ownership of the partnership agenda. The international community is committed to following Vietnam's long-term goals and strategy. Donors have pledged to align their respective ODA strategies to the Vienam's Socio-Economic Development Plan 2006-2010, monitor the results of their assistance using the Government's results monitoring framework, and jointly conduct progress reviews on the realization of the Hanoi Core Statement targets.

 

The development partnerships highlighted in this volume have made significant contributions to Vietnam's poverty reduction and growth. The partnership groups are now working to bring the 5 year plan into action. Challenges in enhancing aid effectiveness, improve coordination, reducing transaction cost, while maintaining strong Government ownership, remain. But overall Vietnam is on track to achieve the ambitious targets it has set for itself.

 

The main part of the report brings together a series of notes, prepared by 14 development partnership groups, setting out the progress they have made in meeting development outcomes since their last report to the Consultative Group Meeting and in bringing about significant changes in their sector. Groups highlighted this changed behaviour by answering four 'key questions' that form the structure of the notes to be found later in this report. Most of the groups consist of Government and donor representatives, and many also include both international and local NGOs.

The Stockholm Challenge Awards 2008

The Stockholm Challenge 2008 programme features six category awards for ICT for development projects and a chance to win the prestigious Stockholm Challenge Trophies. The Stockholm Challenge promotes ICT for development with a six category award that invites entries from projects that use ICT to tackle the world's biggest problems. Participants present their methods and their achievements to the Challenge jury, the world and each other through the Challenge online platform. The award is open for applications from January 1st to December 31, 2007.

 The Stockholm Challenge GKP Awards 2007

The Stockholm Challenge GKP Awards 2007 is a new prize, launched by Global Knowledge Partnership (GKP) and the Stockholm Challenge. It is designed as an integral part of the Stockholm Challenge 2008 and will open in four of the ordinary six ICT4D categories: Culture, Economic Development, Education and Public Administration. The Stockholm Challenge GKP Awards 2007 opens on 1 January 2007 and will be accessible both from the Stockholm Challenge web site and from the GKP Portal.

The new award will focus on the role of Multi-Stakeholder Partnerships in ICT for development and all Stockholm Challenge 2008 applicants in the respective categories will be eligible for the Stockholm Challenge GKP Awards 2007. Applicants will be required to fill in an additional section of the application form with questions related to their set-up as a Multi-Stakeholder Partnership. The Awards will close for entries on 31 August 2007, while applications remain in the Stockholm Challenge which closes on 31 December 2007.

Doors to Diplomacy International Competition 2007

The Doors to Diplomacy Award competition is a variation of Global SchoolNet's internationally recognized CyberFair program, in which students produce web projects to showcase their local communities. The U. S. Department of State sponsors the "Doors to Diplomacy" educational challenge - to encourage middle school and high school students around the world  to produce web projects that teach others about the importance of international affairs and diplomacy. Each student team member of the winning “Doors to Diplomacy” Award team receives a $2,000 scholarship, and the winning coaches’ schools each receive a $500 cash award.

Doors to Diplomacy is a collaborative project, where small teams are formed consisting of two to four student members and up to two adult "coaches." Research can be conducted both online and offline, and then the findings are assembled to produce an educational web project. Students are also encouraged to become spokespersons for their projects.

Japanese Forty-eighth International Speech Contest

The Japan Foundation will jointly organize the 48th International Speech Contest in Japanese with the International Education Center, the Osaka Foundation of International Exchange, and the City of Izumi-sano, Osaka. Celebrating the tenth anniversary of the Japanese-Language Institute, Kansai, the contest will be held in Izumi-sano City.

The contest will take place on March 26, 2007, and applications for the contest are now being accepted.

Australian Leadership Awards

Australian Leadership Awards (ALA) is a new award under which the Australian Government offers scholarships and fellowships for current and future leaders from the Asia-Pacific Region. Australian Leadership Awards provide exceptional educational opportunities in Australia. They are awarded to people who are already leaders or have a potential to assume leadership roles that can influence social and economic policy reform and development outcomes, both in their own countries and in the Asia and Pacific region. Australian Leadership Awards provide scholarships for longer-term post-graduate study at masters or doctoral level and fellowships for short-term research, study or professional attachments. They will bring around 3,200 scholars and fellows in the five years from 2006-2011 to study in Australia.

Endeavour Research Fellowships

The Endeavour Research Fellowships aim to:

Monash Fellowships - Monash University

Monash University has established the Monash Fellowships to attract internationally competitive researchers to undertake research of national and international significance (including young researchers from overseas with great future potential) and provide them with the best possible environment to establish a productive laboratory or other research team and to foster collaborations. The fellowships will be in the form of a direct appointment in 2007 following a Monash-conducted competitive process (open to researchers from outside Monash University only). The fellowships are tenable only at Monash University and it is expected that most of the time will be spent at the relevant Monash department or centre.

Predoctoral and Postdoctoral Fellowships in International Security - Stanford University; Freeman Spogli Institute for International Studies; Center for International Security and Cooperation (CISAC)

The Center, serves as a collegial forum for scholars, government officials, military officers, and business leaders to explore innovative solutions to complex international problems. Visiting fellows spend the academic year at Stanford University, where they will participate in seminars, interact with each other and faculty and researchers, and will be expected to produce a research product (e.g., dissertation chapters, draft articles, a book manuscript). The Center considers applicants working within a broad range of topics related to peace and international security. Suitable topics may include, but are not limited to:

Visiting Fellowships - University of Oxford; All Souls College

All Souls College will offer Visiting Fellowships for periods of one, two, or three terms in the academic year running from October 2007 to June 2008. Visiting Fellowships are intended to enable their holders to carry out study and research in Oxford and to participate in the academic life of the University. Visiting Fellowships are open in all subjects.

Preference will be given to applicants who will be between the ages of 35 and 65 during the relevant academic year. Applications will be considered from staff of any university or other institution of higher learning, and from other suitably qualified persons who wish to carry out scholarly work in Oxford.

Visiting Fellowships - University of Cambridge; Centre for Research in the Arts, Social Sciences and Humanities (CRASSH)

The Centre for Research in the Arts, Social Sciences and Humanities (CRASSH), University of Cambridge, is offering a number of Research Fellowships during the academic years 2007-08. CRASSH's Visiting Fellowships are designed to support the centre's thematic activities. Visiting Fellows take regular part in and contribute to the centre's programme of events, which consists of weekly work-in-progress seminars and a reading group. CRASSH may also support visitors who come to Cambridge for a period of days or weeks in order to participate in a particular activity organized by the centre. The theme for 2007-2009 is Cultural Transmission and Disciplinary Change.

The fellowships are open to scholars not normally resident in Cambridge and willing to contribute to the thematic activities of the centre. Applicants should have an established record of scholarly excellence and a demonstrated enthusiasm for working in an interdisciplinary or multi-disciplinary environment.

Soros Justice Advocacy Fellowships - Open Society Institute , Center on Crime, Communities and Culture

The Soros Justice Advocacy Fellowships fund outstanding individuals including lawyers, advocates, grassroots organizers, and activist academics to initiate innovative policy advocacy projects .The program seeks to identify and nurture emerging leaders at local, state, or national levels. Projects may range from litigation to public education to coalition building to grassroots mobilization to action research and must identify a clear policy goal. Advocacy Fellowships are 18 months in duration and may be implemented in conjunction with not-for-profit organizations.

Applicants for Advocacy Track I must have: - between two and six years of advocacy experience in criminal justice reform - are not required to have an undergraduate or graduate degree.

 Applicants for Advocacy Track II must have demonstrated expertise and a minimum of 10 years experience in their fields and 5 years of advocacy experience in criminal justice reform.

Fellowship Program - Lumina Foundation for Education and the Assoc. for the Study of Higher Education

The key objective of this initiative is to promote innovative scholarship by creating an intergenerational community of scholars who will examine social, institutional, and policy barriers to opportunity and student success. The grant will fund eight to ten dissertation fellowships a year for a three-year period.

The fellowships will support up to one year of activity that will be conducted through the students’ home universities and can be used to support costs of supplying data, dissemination of project results, travel, tuition, and salary for the fellows.

Doctoral students affiliated with any accredited doctoral program may submit a proposal. The program welcomes applications from students in higher education, economics, sociology, and other fields. Students in doctoral programs outside the United States may apply if their study is about student access and success in the U.S.

Applicants for the fellowship must have completed their course work, successfully passed required qualifying examinations, and have their dissertation proposals accepted by their institutions by May 10, 2007.

GIS Technology - 2007 Global Scholarship Program

These support grants are PARTIAL in that awardeees contribute some of the costs themselves and are expected to do a lot of work as a scholar.  Applications will be considered in comparison to others, evaluating awardees’ work, activism with NGO's, needs and resources in relation to the environmental and economic issues of the region.

Awardees of the SCGIS Global Scholarship Program 2007 will be invited to visit California to receive 2 weeks of training on general GIS technology and on conservation applications in GIS that will be conducted on June 4-16 in Redlands , CA , and at the James Reserve, a biological station run by the University of California . After the trainings, the awardees will have an opportunity to attend the 27th ESRI International User Conference in San Diego , CA on June 18-22, and the 10th SCGIS Annual Conference in Monterey, CA on June 25-28. At these two conferences, the scholarship awardees will be able to present results of their work, meet the colleagues from all over the world, and learn about the most recent trends in GIS technology.

Research Fellowship Program for future conservationists

The Research Fellowship Program (RFP) is administered by WCS-International Conservation’s Training & Capacity Building Program and jointly funded by the BP Energy and Environment Programme/BP Conservation Programme.  The RFP is a small grants program designed to build capacity for the next generation of conservationists through supporting individual field research projects that have a clear application to the conservation of threatened wildlife and wildlife habitat.

Projects based on sound and innovative conservation science and encourage practices in conservation that can contribute to sustainable development are welcome.  Most of the grantees are professional conservationists from the country of research and/or post-graduates pursuing a higher degree.

Proposals are submitted in a standard format for two annual cycles with deadlines on March 15 and September 15.

INTERNSHIP: CIFOR - Environmental Services and Sustainable Use of Forests Programme

The Center for International Forestry Research is offering a 3 month internship at its headquarters in Bogor. The purpose of the internship is to assist the Environmental Services and Sustainable Use of Forests Programme into library research and compilation of information, and in writing an annotated bibliography on participatory methods and tools for forest biodiversity monitoring, as a first step for undertaking a global review.

Excellent reading and writing skills in English are essential.  A good knowledge of the literature on tropical forests, its relationship to its human inhabitants, and on forest monitoring and assessment are all advisable. The ability to carry out both synthesis and analysis of information by the applicant will also be taken into consideration. Consideration will be given for covering local transportation costs and a food allowance on a case by case basis.

Expected starting date: 1 February 2007.
