Research Awards in Environmental Economics for SE Asian Scholars

The theme of EEPSEA‘s research program is the internalization of external costs. There is widespread interest in minimizing pollution and resource degradation by insuring that economic agents face the full costs of their activities. But many questions remain to be answered: What is the economic value of the environmental damage incurred by a given activity? What roles can sectoral, macroeconomic and trade policies play in achieving full-cost pricing? What roles do community management of resources, changes in property rights and other institutional factors play? etc.

Projects to date have tended to fall within four areas:
 a) management of forests and wetlands
 b) policy instruments for control of urban pollution
 c) resource pricing
 d) economy-wide and global issues.

Proposals are reviewed in twice-yearly competitions.

The deadline for these are February 1 and August 1.

Poverty and Social Impact Analysis of Reforms: Lessons and Examples from Implementation

Edited by Aline Coudouel , Stefano Paternostro , Anis A. Dani

English -- 546 pages -- Published June 2006 -- ISBN:  0-8213-6486-3

VDIC Price: $11

Poverty and Social Impact Analysis of Reforms presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applied; it also elaborates on the broad range of analytical tools and techniques that can be used for PSIA. The case studies provide examples of the impact that PSIA can have on the design of policy reforms and draw operational lessons for PSIA implementation.

The case studies deal largely with policy reforms in a single sector, such as agriculture (crop marketing boards in Malawi and Tanzania and cotton privatization in Tajikistan); energy (mining sector in Romania and oil subsidies in Ghana); utilities (power sector reform in Ghana, Rwanda, and transition economies, and water sector reform in Albania); social sectors (education reform in Mozambique and social welfare reform in Sri Lanka); taxation reform (Nicaragua); as well as macroeconomic modeling (Burkina Faso).

Sustainable Land Management: Challenges, Opportunities, and Trade-offs

by World Bank

English -- 108 pages -- Published June 2006 -- ISBN:  0-8213-6597-5

VDIC Price:  $6

Sustainable Land Management provides strategic focus to the implementation of sustainable land management (SLM) components of the World Bank's development strategies. SLM is a knowledge-based procedure that integrates land, water, biodiversity, and environmental management to meet rising food and fiber demands while sustainaing livelihoods and the environment.

This book, aimed at policy makers, project managers, and development organization, articulates priorities for investment in SLM and natural resource management and indentifies the policy, institutional, and incentive reform options that will accelerate the adoption of SLM productivity improvements and pro-poor growth.

Technology, Adaptation, and Exports: How Some Developing Countries Got It Right

English -- 400 pages -- Published June 2006 -- ISBN:  0-8213-6507-X

VDIC Price: $10

The literature on technological change and growth has mainly used econometric models to establish that factors, such as the degree of openness, skills, research and development expenditures, number of patents etc., are critical determinants of innovation and its effect on growth. However, this approach fails to explain the role of institutions and policies that created the environment for innovation. Using 10 case studies from developing countries, this book examines how governments fostered technological adaptation through public-private partnerships to develop world-class exporters in high-growth, non-traditional industries.

"It is now widely recognized that technological learning and upgrading is an essential part of the economic development process, and that government programs have a profound influence on the effectiveness and direction of technological learning. The ten case studies contained in this volume get into the details of how learning has proceeded and the programs that have helped and shaped the process. Both scholars and those responsible for making policy will find this volume extremely illuminating."

The Other Half of Gender: Men's Issues in Development

Edited by Maria C. Correia , Ian Bannon

English --  40 pages -- Published June 2006 -- ISBN:  0-8213-6505-3

VDIC Price: $11

"The vulnerabilities of men have received limited attention in development research and programming. In Liberia, men's lack of access to employment and land and their loss of traditional power and authority lay at the heart of the violence and conflict that led to the near destruction of the country. It is thus important that men's concerns, in addition to women's, be bought into focus in the development literature and practice. This book by the World Bank makes an important contribution to this end."

Her Excellency Mrs. Ellen Johnson Sirleaf

President of Liberia

The Other Half of Gender brings the gender and development debate full circle - from a much-needed focus on empowering women to a more comprehensive gender framework that considers gender as a system that affects both women and men. It draws on a slowly emerging realization that attaining the vision of gender equality will be difficult, if not impossible, without changing the ways in which masculinities are defined and acted upon.
