- Do I need a membership card?
No. Everyone is welcome to use the Library - no membership card or fee is required.
- Can I borrow the library books?
No. We don’t loan library materials.
- Can I reserve a library book?
No. Our principle is first come first serve.

Does your library provide access to full text articles in scholarly databases? Yes, we provide access to full text articles in some scholarly databases including World Bank e-library, Global Development Indicators, Global Development Finance, and Blackwell-Synergy. However, these databases are for on site access only. Please come to VDIC to access them at the computer no. 5.
Bookstore
- Can I order the books online or through mailing services?
No. The VDIC cannot sell books online or provide mailing services.
- Do you accept cheques, deposits?
No. You can pay by cash (US dollar or Vietnamese dong), Visa, Master or debit cards.
Distance Learning

How do I stay up-to-date on the learning events at VDIC? You can check our web-based calendar of learning events or subscribe to our email distribution list.

Who can attend the learning events at the VDIC? The target audience may be different from event to event. Participants, who register for a learning event that is open for public registration, get confirmed according to the criteria of that event and the number of seats available. For the events that are marked “by invitation only”, only those who receive an invitation from that event’s organizers can attend.

If I want to organize a learning event on a topic that my institution is interested, using the GDLN, how will VDIC help us develop and deliver such an event? Depending on a concrete proposal of your instititution, VDIC may provide support in terms of (i) event management advice, (ii) reference to resources available within the World Bank Institute and GDLN centers, and (iii) room rental discount for the first time users.
Videoconferencing Service

How many sites can I connect to at one time? Through NOC, you can connect to as many sites as required for your event. Not going through NOC, you can only have a point-to-point connection.

Do I need to pay the set-up fee one more time if my videoconference breaks for more than 30 minutes? If it is an unplanned break for 30 minutes or longer, the videoconference will be disconnected. A reconnection of a disconnected session will be charged as a completely new session. If such a break is planned ahead and the request for such a break is approved by NOC, you do not have to pay the set-up fee one more time.

If I choose to have GDLN/VDIC initiate an ISDN call to set up my videoconference, from where the call will be launched: Washington, DC; Brasilia, Brazil; or Paris, France? Connections to ISDN sites from given locations follow two different criteria: (i) maximum connection reliability (MCR); and (ii) minimum connection cost (MCC). Should MCR criterion be selected, GVS will make the best effort to call the required site from the “closest possible” (a least cost metrics) Multipoint Conference Unit (MCU). A repeated failure to launch a call from an optimum MCU will result in starting the call attempt from a second best option for MCU, etc. This option will maximize the chance to connect an ISDN site with others in the session but will not guarantee the minimum price. Selecting MCC criterion, clients will fix the call origination to the specific MCU that guarantees the minimum connection cost. Repeated failures to establish the connection from a desired MCU will result in stopping short of connecting the ISDN site at all. This option guarantees the minimum price but not any reliable connection.

Do I need any skills to use videoconferencing at the VDIC? Yes, but such skills are often easy to learn. If you have never used videoconferencing at VDIC before, we will give you an orientation before the session starts.
